No need to buy it in the zaishen menagerie.
After doing the eotn wintersday quest chain, the Jingle Moa spawns next to the Jingle Bear in Gwen's Garden!

When do the Wintersday Gift Givers and Candysmiths show up? So far as of the last hour I have not found them at any of the places listed above, except for Wintersday Giftgivers in the snowball arena lobby. From what is written here it sounds like they are already in play, but doesn't seem to be so. Perhaps if they are around now someone could post screen caps showing exactly where, as the descriptions are kind of vague.

Where is this info from? The jingle bear is still in Gwen's garden on my characters from last years Wintersday.
EDIT: nevermind, I see it on the wiki. That isn't correct, at least not for me. The bear is still there on my characters.

The bug itself seems a bit random, I got it, where others didn't. Not sure what the condition is for it to happen.

Hold down CTRL or ALT, can't remember which one so it only shows NPCs. You will soon find them.

You mention the 0AL of the hats, but the hats can be worn in the costume headpiece slot and thus wont count against the armor. Might want to add that.
Note: My monk is wearing her Yule Cap in this method, that's how I know.

Yes the way festival hats are worn has been changed in the December 17 update nbajammer. Before the update they replaced your headpiece.

I did not finish the snowball fight quest from Casey last year, and never got the bear. However, two of my characters have finished the Wintersday Cheer chain, but not the snowball fight this year, and both the jingle bear and moa appear for charming now.

Good question! I'm not sure to be honest. Maybe they will be adding them in later? Because they have been in the game every other year.
Maybe they are going to be added in later. I hope so. Its a fun mini-game.
